Os princípios da economia circular e as políticas europeias de gestão de resíduos urbanos têmse centrado gradualmente na importância dos biorresíduos, que tem sido considerado uma das
várias frações de resíduos essenciais, tornando urgente o desenvolvimento de estratégias para
sua recolha seletiva e valorização. Neste enquadramento, foi realizado o presente trabalho na
Associação de Municípios da Região do Planalto Beirão (AMRPB), entidade responsável pela
gestão dos resíduos urbanos de 19 municípios dos distritos de Viseu, da Guarda e de Coimbra,
para a apoiar a análise e o desenvolvimento de soluções que permitam o cumprimento das metas
impostas na legislação, relativas à separação e valorização de biorresíduos. Especificamente
teve-se o objetivo de estudar soluções de recolha seletiva, para a população residente na área
de influência da AMRPB, tendo em consideração os hábitos e motivações da população-alvo.
A metodologia de trabalho envolveu, numa primeira fase, a recolha de dados de produtores de
biorresíduos não domésticos, de acordo com os seus códigos de atividade económica (CAE),
seguido de desenvolvimento e aplicação de inquéritos para os utilizadores domésticos e não
domésticos da região, com o objetivo de perceber os hábitos de gestão de resíduos. Por fim,
elaborou-se um inquérito para as autarquias com o objetivo de avaliar a possibilidade de retoma
pelos municípios do composto produzido pela AMRPB a partir dos biorresíduos recolhidos
seletivamente.
Numa primeira fase, com as quatro bases de dados construídas, segregadas por CAE:
HORECA (Hotelaria, restauração e cafés); Comércio (comércio por retalho e por grosso);
Serviços Sociais (Educação e IPSS) e Casas de chá/Pastelarias, obtiveram-se um total de 2 935
empresas, tendo sido recolhida toda a informação pertinente para a definição de estratégias de
recolha seletiva de biorresíduos junto destes produtores. A análise detalhada de dados, indicou
que Viseu seria o município com maior potencial de produção de grandes quantidades de
biorresíduos, dado representar 32% de todos os produtores não domésticos identificados. Numa
segunda fase, foram entregues um total de 769 inquéritos aos utilizadores da região em estudo,
512 a produtores domésticos e 256 a não domésticos, dos quais foram recebidas globalmente
424 respostas (363 de utilizadores domésticos e 61 de utilizadores não domésticos). Por último,
dos inquéritos remetidos aos 19 serviços autárquicos, apenas foram recebidas 13 respostas, que
na globalidade indicaram recetividade na potencial utilização do composto produzido pela
AMRPB. Todos os dados recolhidos no decorrer dos trabalhos, foram imprescindíveis para o
desenvolvimento da nova estratégia de recolha seletiva de biorresíduos. Foi concluído que na
região do Planalto Beirão, a recolha seletiva de biorresíduos não domésticos deveria ser
realizada porta-à-porta, em áreas de maior densidade, por outro lado, em meio rural, a
valorização deveria ser introduzida localmente pelos produtores ou pela comunidade.
ABSTRACT: The principles of a circular economy and the European waste policies have gradually focused on bio-waste, which has been considered one of several key waste streams, making urgent the development of strategies for its selective collection and valorization. In this context, this work was carried out at the Association of Municipalities of the Planalto Beirão Region (AMRPB), the entity responsible for the management of urban waste in 19 municipalities in the districts of Viseu, Guarda and Coimbra, for the analysis and development of solutions that allow the fulfilment of the goals imposed in the legislation (law 52/2021), with regard to the development of new separation and valorization strategies of bio-waste. Specifically, the objective was to study selective collection solutions for the population residing in the AMPBR's area of influence, considering the habits and motivations of the target population. The methodology involved, in a first phase, the collection of data from non-domestic producers of biowaste, according to their economic activity codes (CAE), followed by the development of surveys for domestic and non-domestic users in the region, with the objective of understanding the habits of waste management. Finally, a survey was prepared for the municipalities of interest, regarding the possibility of retaking compost produced by AMPBR. In a first phase, with the four databases built, segregated by CAE: HORECA (Hotels, restaurants, and cafes); Trade (retail and wholesale trade); Social Services (Education and IPSS) and Tea Houses/Pastry Shops, a total of 2 935 companies were obtained. Detailed data analysis indicated that Viseu would be the municipality with the greatest potential for producing large amounts of bio-waste, as it represents 32% of all identified non-domestic producers. In a second phase, a total of 769 surveys were delivered to users in the region under study, 512 to domestic producers and 256 to non-domestic, of which 424 responses were received overall (363 from domestic users and 61 from non-domestic users). Finally, from the surveys sent to the 19 municipal services, only 13 responses where received which, overall, indicated receptiveness in the potential use of the compost produced by AMPBR.
