  • Fatores que influenciam a procura de apoio financeiro proveniente das políticas públicas para a inovação

    O presente estudo visa analisar o impacto dos relacionamentos internos e externos na procura dos vários tipos de apoio financeiro público. Também se analisou a influência da capacidade de absorção na procura de apoio proveniente das políticas públicas de estímulo à inovação. Através do inquérito CIS 2010 - Inquérito Comunitário à Inovação 2010, os resultados evidenciaram que os relacionamentos externos estabelecidos com parceiros institucionais e com outros parceiros externos, bem como os relacionamentos estabelecidos no interior da empresa influenciam a procura de apoio financeiro público ao nível da Administração Central. Demonstrouse também uma propensão para terem pessoas com formação superior ao serviço da empresa e realizam atividades de I&D tanto na empresa como fora dela. A realização deste estudo contribui para o desenvolvimento da teoria existente ao analisar os determinantes que influenciam as empresas em procurar apoio financeiro público.
  • Barriers to Innovation and Innovative Performance of Portuguese Firms

    This paper aims to identify and analyze the main limiting factors to innovation performance in terms of product and process innovation. The limiting factors to innovation, difficult the innovation process of a firm and consequently influence its innovation performance. Thus, it is intended with this essay to develop a theoretical support based on current reference approaches, corroborated by an empirical support which allows identifying and analysing the restraining factors of innovation activity and of innovation performance. The database is extracted from the Community Innovation Survey - CIS 2010, conducted under the responsibility of the Office of Planning, Strategy, Evaluation and International Relations/Ministry of Science, Technology and Higher Education (GPEARI/MCTES), in collaboration with the National Statistics Institute (INE), under the supervision of EUROSTAT. In order to identify the limiting factors to innovation performance a logistic regression model concerning the barriers to innovation is performed. The analysis suggests that several barriers to innovation have influence on the Innovative performance of Portuguese firms. These results may be due to the fact that the barrier of perception stimulates the firm to overcome these difficulties, promoting the internal propensity to innovate. The most important barriers perceived in the study are: high innovation costs, perceive uncertainties in the demand and the market for new goods and services and show a lack of qualified personnel to carry out innovation activities and a lack of market information are less likely to innovate than firms that do not experience these difficulties.
  • Credit Guarantee and the Impact in Financial Structure of the Portuguese SMEs

    The aim of this work is to show the relevance of guarantees provided by the Mutual Credit Guarantee System (MCGS—the Portuguese Society of Credit Guarantee (SPGM)) as an instrument used in the financing of Small and Medium Enterprises (SMEs), especially in restructuring Long-Term Debt (LTD) and bank loans. The study provides empirical evidence and puts forward an explanatory model of the influence of the mutual credit guarantees on the financing of SMEs. Using data obtained from the MCGS, for the CAE (economic activity) 412 (construction of buildings, which is the sector with the greatest number of companies seeking this type of financing) and the SABI database (system for analysis of Iberian financial statements), a multiple regression model was made, studying the impact that mutual guarantees have in the financial structure of the SMEs. The results obtained show that LTD financing is positively influenced by the guarantees provided by the MCGS to SMEs as it allows greater debt capacity, especially in the medium and long term, for firms that usually cannot obtain this type of financing. The results also suggest that this type of guarantees creates an environment of confidence among all stakeholders involved, showing that both in terms of overall capital structure and in terms of merely financial credit, the response from the explanatory variables in the models was consistent with the beginning expectations, that the financial gap has been reduced with the contribution of mutual guarantees in the financing process.
  • Absorptive capacity and cooperation evidence in innovation from public policies for innovation

    Purpose – The purpose of this paper is to better understand whether firm cooperation and absorptive capacity foster success in seeking public financial support for innovation activities and, by doing so, how they contribute to innovation output. Design/methodology/approach – The authors therefore extend the existing literature focusing on the effects of cooperation and absorptive capacity on specific public financial support for innovation activities in Portuguese firms from local or regional government, central administration and the European Union by using available data from the Community Innovation Survey CIS 2010 and the application of logistic regression models. The empirical analysis enabled a better understanding of the positive relationship of the variables that determine the form of public financial support in the integration of incentives within firms to stimulate innovation. Findings – Therefore, as the level of absorptive capacity in Portuguese firms increases, so does the demand for benefits from public financial support to stimulate innovation from the European Union also increases. The same analysis, now considering the determinant cooperation, notes the positive effects of institutional sources of information and cooperation, in the propensity for seeking public financial incentives from the Central Administration and the European Union. As for internal information and cooperation sources, they are positively related to the integration of incentive measures from the local or Regional Administration and Central Administration. Originality/value – The paper presents results that allow us to propose some suggestions that both the firms and those responsible for the implementation of public policies can undertake to increment innovation performance.
  • Barriers to innovation activities as determinants of ongoing activities or abandoned

    Purpose – This paper aims to analyses barriers as a determinant of ongoing or abandoned innovation activities. The literature exploits barriers as the nature of innovation and its influence on firm’s. The main focus is the Portuguese SMEs and the impacts that act as barriers in the development of innovation activities. Design/methodology/approach – The database was obtained through the Community Innovation Survey 2010 (CIS 2010) that was coordinated by EUROSTAT. In this sense, a logistic regression model is proposed, which makes it possible to analyse the relations between three or more variables, depending on whether the relationship is one of dependence or interdependence, thus allowing the application of distinct statistical techniques, using 6,160 firms Findings – There are several sources of information that are associated with the development of innovation projects. Practical implications – The importance of barriers to the development of innovation activities, as well as it being a decisive factor in the impediment to and abandon of the same, was noted. Originality/value – This study also demonstrated that each case is different and that a barrier in one firm can at the same time be a window of opportunity for another firm.
  • Cooperation for Innovation in the European Union: Outlook and Evidences Using CIS for 15 European Countries

    Cooperation for innovation is understood as an essential element in the innovation process of European firms. The aim is to compare how the different sources of information (external and internal) and cooperation for innovation are used in manufacturing and services in Europe using Community Innovation Survey (CIS) data for 15 European countries. The empirical study uses a sample of firms included in the CIS (2008), which covers 15 European countries and applies multivarious data analysis techniques to extract results. The results of this research suggest that firms usesimultaneously different sources of information for cooperation, revealing different patterns of cooperation according to the activity sector in Europe. This paper brings some important insights about cooperation for innovation and suggests some patterns in Europe useful to design public policies, due de similar behavior of some countries grouped according with geography, development status or other economic features. Thus, this article seeks to frame the subject based on a literature review that raises a set of study hypotheses and presents an empirical study applied to cooperation for innovation in Europe using the CIS for 15 European countries.

We have developed a logistic regression model that highlights the barriers to innovation and identifies the factors that limit innovation performance.The analysis suggests that several barriers to innovation influence the Innovative performance of Portuguese firms. These results may be attributed to the fact that perceived barriers stimulate the firm to overcome these difficulties, which promotes the internal propensity to innovate. The most significant barriers identified in the study are the following: high innovation costs and perceived uncertainties in both the demand and market for new goods and services. This study shows that firms that do not have either qualified personnel to carry out innovation activities or sufficient market information are less likely to innovate than firms that do not experience these difficulties.

  • COOPERATION IN THE FIELD OF INNOVATION, ABSORPTIVE CAPACITY, PUBLIC FINANCIAL SUPPORT AND DETERMINANTS OF THE INNOVATIVE PERFORMANCE OF ENTERPRISE

    The aim of this paper is to better understand whether cooperation, absorptive capacity and public financial support for innovation activities, how they influence the innovative performance of Portuguese enterprise. The literature review focuses the importance of these three factors both drivers as the limiters process of business innovation, influencing the innovative performance of enterprise. Based on a review of the literature, hypotheses are formulated, which are tested with secondary data resources from the Community Innovation Survey 2010. This questionnaire was implemented under the supervision of EUROSTAT. The method used is the logistic regression model. The results obtained confirm that the implementation of cooperation with partners belonging to internal sources of business has a significant influence on the innovations achieved at the level of both products and processes.
