Abstract(s)
O presente relatório apresenta o trabalho realizado no âmbito do estágio curricular inserido
no curso de Mestrado em Tecnologias Ambientais da Escola Superior de Tecnologia e
Gestão de Viseu, realizado no período entre o dia 23 de Janeiro e 25 de Setembro de 2013
na Câmara Municipal de Viseu.
O objetivo do estágio foi contribuir para a o desenvolvimento do Plano de Ação para a
Energia Sustentável (PAES) do município de Viseu.
A elaboração do PAES pelo município de Viseu enquadra-se na vontade do município ser
Signatário do Pacto de Autarcas e como tal ter a necessidade de definir as políticas e
medidas de energia sustentável, que permitam cumprir o compromisso de reduzir as
emissões de CO2 em, pelo menos, 20% até 2020.
A assinatura do Pacto de Autarcas implica a implementação de três fases: a elaboração do
Inventário de Referência de Emissões (IRE) com emissões de Gases com Efeito de Estufa
(GEE) do Município de Viseu, a elaboração de um PAES e a monitorização das ações
definidas no PAES.
A Matriz Energética do Município de Viseu (MEMV), relativa aos anos de 2000 a 2010, foi
elaborada pela CMV em parceria com uma equipa técnica da Escola Superior de Tecnologia
e Gestão de Viseu (ESTGV). No âmbito do presente trabalho a MEMV foi atualizada com os
dados relativos ao ano de 2011.
Com o objetivo de contribuir para a o desenvolvimento do PAES foram inventariadas as
ações do município, já realizadas ou previstas, associadas à estratégia de redução do
consumo energético.
Foram efetuados os cálculos de redução de consumo energético e redução de emissões de
GEE para cada uma das ações para as quais existiam dados disponíveis. As metodologias
aplicadas para efetuar os cálculos foram, sempre que possível, as disponíveis, no entanto
para algumas das ações foi necessário desenvolver e aplicar metodologias que permitissem
estimar as reduções de consumo energético e de emissões de gases com efeito de estufa.
O consumo energético no município de Viseu, no ano de 2011, foi de 1457 GWh/ano, sendo
o sector dos transportes responsável por 611 GWh/ano. As emissões de CO2eq associadas ao cnsumo energético no município de Viseu no ano de 2011 foram 329 kton CO2eq/ano
sendo o consumo de combustíveis fosseis responsável por 218 kton CO2eq/ano.
O consumo energético na autarquia de Viseu, no ano de 2011, foi de 38 GWh/ano, sendo o
sector dos transportes responsável por 3 GWh/ano. As emissões de CO2eq associadas ao
consumo energético na autarquia de Viseu no ano de 2011 foram 9 kton CO2eq/ano no total,
sendo o consumo de combustíveis fosseis responsável por 2 kton CO2eq/ano.
Foram inventariadas 201 ações realizadas ou previstas pelo município de Viseu associadas
à estratégia de redução do consumo energético.
Foram contabilizadas a contribuição para a redução do consumo energético e redução das
emissões de CO2 eq para 44 ações para as quais foi possível obter dados suficientes.
No que respeita às ações contabilizadas, o valor é de 44 ações das quais 28 já se
encontram implementadas, 8 encontram-se em fase de implementação, 8 encontram-se por
implementar. O custo relativo às ações contabilizadas foi de 6.640.973 €.
ABSTRACT: This report presents the work performed under a traineeship inserted in the Master in Environmental Technology, in the School of Technology and Management of Viseu, which was carried out from January 23 until September 25, 2013 in the Municipality of Viseu. The goal of traineeship was to contribute to the development of the Sustainable Energy Action Plan (SEAP) in the city of Viseu. The SEAP elaboration by the municipality of Viseu fits into the municipality’s will to be the signatory to the Pact of Mayors and, as such, to have the need to define the policies and measures for sustainable energy that allow the fulfillment of its commitment to reduce CO2 emissions at least 20 % until 2020. The signing of the Pact of Mayors implies the implementation of three phases: the creation of the Inventory of Reference Emissions (IRE) containing the emission of Greenhouse Gases (GHG) in the city of Viseu, the elaboration of a SEAP and the monitoring of the actions defined in SEAP. The Inventory of Reference Emissions (IRE), for the years 2000 to 2010, was made by the City Council of Viseu, in collaboration with a technical team of the School of Technology and Management of Viseu (ESTGV). In current work, the IRE has been updated with the data of the year 2011. With the aim of contributing to the development of SEAP, the completed or planned actions of the municipality, that were associated to the strategy of reducing the energy consumption, were inventoried. The reduction of the energy consumption and of GHG emissions was calculated for each of the actions that contained available data. The methodologies used to do the calculations were, when possible, the available in scientific or technical literature; however, for some of the actions, it was necessary to develop and apply methodologies to estimate the reductions of energy consumption and of the emissions of greenhouse gases.
