  • Parent and student voice in evaluation and planning in schools

    Current approaches to the regulation of schools in most jurisdictions tend to combine elements of external inspection with systems of internal self-evaluation. An increasingly important aspect of the theory and practice of both, but particularly the latter, revolves around the role of other actors, primarily parents and students, in the process. Using literature review and documentary analysis as the research method, this article explores the research literature from many countries around the concerns of schools and teachers about giving a more powerful voice to parents and pupils. Then, focusing on Ireland, this article tries to clarify three things, official policy concerning stakeholder voice in school self-evaluation and decision making, the efforts by schools to implement this policy and the response to date of school leaders and teachers to this rather changed environment. Using Hart’s ladder of genuine, as opposed to token, participation, it is argued that policy mandating parental and student involvement has evolved significantly, that schools have responded positively and that there is little evidence, as yet, of teacher concern or resistance. This response is explained by the low stakes and improvement-focused education environment; the controlled, structured and simplified nature of the self-evaluation process; and the limited extent of parental and student participation in decision making.

    Versão portuguesa do A Practitioner Toolkit for the Inclusion of Parents and Students in School Self Evaluation and Planning Distributed Evaluation and Planning in Schools (DEAPS). Este manual é o resultado de um projeto intitulado Making Meaning of Distributed Evaluation and Planning in Schools (DEAPS)/Dando Sentido à Avaliação e Planeamento Participados nas Escolas (APPE). O objetivo do projeto foi o reforço da eficácia do processo de Autoavaliação das Escolas (AAE) que terá um impacto mais significativo na melhoria das escolas ao envolver todos os stakeholders, incluindo aqueles que são tradicionalmente marginalizados e subrepresentados. Este modelo participativo de AAE, embora conceptualmente forte, traz consigo muitos desafios práticos, em particular, o do envolvimento de múltiplos stakeholders. Através deste manual, os líderes escolares receberão as ferramentas para implementar modelos de avaliação das escolas que permitam um maior envolvimento com os principais grupos de stakeholders – como os pais, os alunos, os professores e os órgãos de gestão – em todas as fases do processo de garantia da qualidade. Este manual baseia-se numa revisão sistemática da literatura e em resultados decorrentes de uma série de Estudos de Caso em escolas de quatro países europeus (Bélgica, Irlanda, Portugal e Turquia). Podem ser encontrados mais detalhes no website do projeto https://www.deaps.net/ com o objetivo de contribuir para uma perspetiva única e inovadora sobre a avaliação das escolas, ajudando-as a ultrapassar a mera “autoavaliação” rumo à “avaliação participada”, uma vez que esta última implica o compromisso de desenvolvimento da capacidade de participação de uma diversidade de grupos no processo de avaliação. Este manual visa proporcionar orientações, indicadores, estratégias e instrumentos aos líderes escolares, professores e agências de apoio ao setor sobre a inclusão dos alunos, pais / Conselho de Administração no processo de APPE para que ocorra de forma eficaz. Visa igualmente promover as dimensões europeias da autoavaliação das escolas e o planeamento da implementação de melhorias.
  • Exploring parent and student engagement in school self-evaluation in four European countries

    The purpose of this paper, which is part of a three-year EU Erasmus+-funded study titled ‘Distributed Evaluation and Planning in Schools’ (DEAPS), is to provide an analysis of policies, structures, processes, supports and barriers that exist to enable or inhibit the involvement of students and parents in school evaluation in four European countries (Belgium, Ireland, Portugal and Turkey). Document analysis was used for this study and some 348 peer-reviewed articles, and 28 national and transnational policy documents were included in the analysis. Based on this review it would be reasonable to suggest that the student/parent voice agenda around evaluation in schools remains, by and large, aspirational. It is extolled in policy but in practice is mainly tokenistic with very little evidence of impact on the work of schools. In light of this, it is argued that government and school-level policies and strategies need to be reconsidered to enhance students’ and parents’ engagement in school evaluation. As a first step, significant further empirical research on the limitations on and conditions necessary for stakeholder voice in education is required.
  • Drivers for Student and Parent Voice in School Self-Evaluation Activities. A cross-country analysis of Flanders (Belgium), Ireland and Portugal

    School self-evaluation (SSE) has become a key strategy in terms of safeguarding educational quality. In order to reach its full potential, it is argued that parents and students should be given a role in an SSE process, as they can help understand the complex environment in which schools operate. However, little is known about how different education systems include parent and student voice in SSE activities, and what driving factors at the individual, system and organisational level can foster this. This study reports on an international survey among school management team members in Flanders (Belgium), Ireland and Portugal. The results show statistically significant differences between countries in terms of parent and student voice in SSE. In particular, driving factors at the system and organisational level are found to explain differences in parent and student voice inclusion in SSE. The paper discusses the implications for researchers, policymakers, and the field of practice.
