Abstract(s)
A análise apresentada neste texto decorre, mais latamente, de um estudo de caso
focalizado na compreensão das dinâmicas macro, meso e microdiscursivas
desenvolvidas em torno da avaliação do desempenho docente. É concretizada uma
proposta de interpretação e compreensão das diversas relações estabelecidas
entre o discurso oficial e as decorrências operadas ou, pelo menos, suscitadas pelas
dinâmicas produzidas ao nível das instâncias intermédias e periféricas do sistema
educativo, em torno da macrorreferencialização da avaliação do desempenho
docente e das consequentes lógicas periféricas diferenciadoras propiciadoras do
engajamento burocrático orientado para o consentimento calculista. Como
principal conclusão, destacamos o efeito executório da prescrição central que, a
partir do efeito macrodiscursivo, impôs um grau elevado de engajamento desses
atores com o trabalho de organizar o tipo de resposta que o discurso oficial exige,
enredando-os no quadro de um referencial alinhado com a “dominação legal”
composto por regras heterónimas e com a “expectativa programática” da
administração central, que impõe uma alienação tipicamente gestionária dos
gestores-avaliadores da periferia.
Abstract The analysis presented in this study results, more abundantly, a focused case study in understanding the macro, meso and micro discursive dynamics developed around the evaluation of teacher performance. It is a text that makes a proposal of interpretation and understanding of the various relationships established between the official discourse and operated derivations or at least raised by the dynamics produced at the level of intermediate and peripheral instances of education system around the prerogative of an assessment of macro reference teacher performance and typical differentiating peripheral logics of the bureaucratic engagement oriented to the calculating agreement. As a main conclusion, we emphasize the prescriptive effect of central administration, from the macro framework, imposed a high degree of engagement of these actors with the task of organizing the kind of response that the official discourse demands, tangling them in the context of a reference aligned with the "legal domination" composed of heteronymous rules and the "programmatic expectation" of the central government, which imposes a typically managerial disposal of managersevaluators from the periphery.
