O presente relatório foi desenvolvido no âmbito do Mestrado em Intervenção Psicossocial com Crianças e Jovens em Risco e baseia-se no estágio curricular realizado na Equipa Multidisciplinar de Assessoria aos Tribunais (EMAT) do Centro Distrital de Viseu (CDV) do Instituto da Segurança Social, I. P. (ISS). O tema do relatório incide sobre a intervenção psicossocial em contexto judicial, com enfoque na articulação entre Processos de Promoção e Proteção (PPP) e os Processos Tutelares Cíveis (PTC). O estágio compreendeu as fases de diagnóstico, planeamento, implementação e avaliação, desenvolvendo-se a intervenção, em torno de quatro eixos fundamentais: análise de peças processuais; acompanhamento e avaliação psicossocial e familiar; intervenção multidisciplinar e em rede; articulação com o tribunal e investigação. Foi de igual modo desenvolvido um estudo de natureza qualitativa, recorrendo à técnica de análise documental de 28 processos acompanhados pela EMAT, com o objetivo de compreender as interdependências entre PPP e PTC e os fatores subjacentes à eficácia da intervenção. Os resultados apontam a conflitualidade parental persistente como principal causa de risco, frequentemente associada a vulnerabilidades económicas e sociais. Concluiu-se que a articulação entre PPP e PTC potencia os efeitos protetivos, ainda que a persistência do conflito limite os efeitos das medidas aplicadas. No cômputo geral, o estágio permitiu consolidar competências técnicas e éticas, reforçando a capacidade de análise crítica, reflexão e intervenção orientada para a promoção dos direitos e do bem-estar de crianças e jovens em risco e perigo.
This report was developed within the scope of the Master’s Degree in Psychosocial Intervention with Children and Young People at Risk and is based on the curricular internship carried out at the Multidisciplinary Team for Court Support of the District Centre of Viseu of the Portuguese Social Security Institute. The report focuses on psychosocial intervention in the judicial context, with emphasis on the articulation between Child Protection Proceedings and Civil Tutelary Proceedings. The internship followed the stages of diagnosis, planning, implementation and evaluation, and was structured around four fundamental axes: analysis of procedural documents; psychosocial and family assessment and support; multidisciplinary and network-based intervention; articulation with the court and research. A qualitative study was conducted using the documentary analysis of 28 cases followed by EMAT, with the aim of understand the interdependencies between PPP and PTC and the factors that influence the effectiveness of the intervention. The results indicate that persistent parental conflict as the main source of risk, often associated with economic and social vulnerabilities. It was concluded that the articulation between PPP and PTC enhances protective outcomes, although the persistence of conflict limits the effectiveness of the measures applied. Overall, the internship made it possible to consolidation technical and ethical competences, strengthening critical thinking, reflection, and intervention skills aimed at promoting the rights and well-being of children and young people at risk
