Introdução: A perceção pública da necessidade de garantir o acesso aos serviços de psicologia
e saúde mental tem vindo a crescer. Pretende-se, neste trabalho, explorar e comparar os
programas eleitorais para as eleições legislativas de 2019 e 2024, no que à psicologia e saúde
mental diz respeito. Método: Procedeu-se, para o efeito, a uma análise de conteúdo dos
programas eleitorais para as eleições legislativas de 2019 e 2024 dos vários partidos ou
coligações com assento parlamentar. Efetuou-se, num primeiro momento, a contabilização dos
termos: 1) psicologia/psicólogo/a/os/psicológico, 2) saúde mental, excluindo-se os índices e
títulos. Constituíram-se, num segundo momento, categorias. Resultados: No seu conjunto, em
2019, as propostas eleitorais dos vários partidos com assento parlamentar referiam 16 vezes os
termos psicologia/psicólogo/a/os/psicológico/a e 18 vezes a expressão saúde mental. Nas
propostas eleitorais de 2024 o número de referências subiu, respetivamente, para 69 e 106. As
principais categorias destacadas foram: compromissos de contratação de psicólogos;
investimento em saúde mental; criação de respostas específicas; programas de intervenção
comunitária e de promoção da saúde; carreira dos psicólogos e facilitação do acesso aos
serviços privados de psicologia. Discussão: Os resultados sugerem uma crescente preocupação
dos partidos políticos com o acesso aos serviços de psicologia e saúde mental, acompanhando
a perceção pública da relevância desta temática. Em muitos casos, todavia, esta preocupação
não se concretiza, ainda, em propostas concretas e integradas.

The aim of this paper is to explore and compare electoral programs for the 2019 and 2024 legislative elections, regarding psychology and mental health. Method:A content analysis of the electoral programs for the 2019 and 2024 legislative elections of the various parties or coalitions with parliamentary seats was carried out. The following key words were counted: 1) psychology/psychologist/psychologic, 2) mental health. Indexes and titles were excluded from the count. Additionally, categories were created. Results: In 2019, the electoral proposals of the various parties with parliamentary seats referred to the keywords psychology/psychologist/psychological 16 times and the keyword mental health 18 times. In the 2024 electoral proposals, the number of references increased, respectively, to 69 and 106. The main categories found were: commitment to hiring psychologists; investment in mental health; specific mental health responses; community intervention and mental health promotion programs; psychologist´s career, and facilitating access to private psychology services. Discussion: The results suggest a growing concern among political parties with access to psychology and mental health services, in line with the public perception of the relevance of this topic. In many cases, however, this concern is not yet materialized into concrete and integrated proposals.
