RESUMO
Este trabalho pretende fazer uma resenha histórica
da saúde escolar em Portugal, a partir da legislação e de outra
documentação produzida no âmbito da saúde. Considerou-se pertinente fazer uma pesquisa sobre os alicerces daquilo a que
viria a ser o Serviço Nacional de Saúde. Para isso, recorreu-se
à consulta da legislação, em Diário da República Eletrónico,
Circulares Normativas e Informativas da Direção-Geral de
Saúde e pesquisa bibliográfica. Na legislação produzida ao
longo dos anos, constata-se uma preocupação política com as
questões da saúde em meio escolar.
A significativa prevalência de comportamentos de
risco nos jovens alunos faz com que a escola, através dos seus
intervenientes, seja um local privilegiado para detetar,
referenciar e encaminhar problemas de saúde para os serviços
mais adequados. Os centros de saúde, através das equipas de
saúde escolar, não conseguiram, contudo, dar uma resposta
eficaz às problemáticas específicas desta comunidade. Por isso
se entende que é importante que os agentes educativos tenham
um papel ativo/interveniente neste processo.
ABSTRACT This work intends to make a historical review of school health in Portugal, from legislation and other documentation produced in health. It was considered appropriate to carry out a research on the foundations of what would become the National Health Service. To this end, we resorted to consulting the legislation, in Electronic Gazette, Normative and Informational Circular of the General Directorate of Health and literature. In the legislation produced over the years, there has been a political concern with issues of health in schools. The significant prevalence of risk behaviors in young students makes the school, through its players, a privileged place to detect, refer and forward health problems to the most appropriate services. Health centers, through the school health teams, could not, however, provide an effective response to the specific problems of this community. So we understand that it is important that educational providers have an active role / actor in this process.
