  • Do We all Acknowledge the Existence of a Market in International Education? - A Viewpoint from the Academic Cooperation Agencies

    The "Academic Cooperation Association" (ACA) is an independent European organisation dedicated to the support, improvement, management and analysis of academic cooperation within Europe and between Europe and other parts of the world. It was created in July 1993 with the legal status of a non-profit-making international association according to Belgian law and a secretariat in Brussels. The founding President was Professor Eduardo Marçal Grilo, then Director of Cooperation at the Gulbenkian Foundation. The members of ACA are major agencies located in European countries responsible for the promotion of international academic cooperation. There is no Portuguese member of ACA at present.
  • Internationalization of German Higher Education.

    Among the over 1.8 million students enrolled at the 335 German institutions of higher education there is also a large number of foreign students. In the winter semester 1995/96, the number of foreign students was about 150,000; however, approximately 40% of them lived in Germany before embarking on academic studies and acquired their higher education entrance qualification in Germany. Foreign students account for a share of 8.2% of the total number of students in Germanyi). At the same time 42,600 German students were enrolled at higher education institutions abroadii). For Portugal this means: in 1995, 1,204 Portuguese students studied at German higher education institutionsiii) while 55 Germans studied in Portugal.iv)
  • Issues in the Development of Universities - Strategies for Internationalisation

    Universities have always tended to be internationally oriented institutions in terms of research, scholarly activities, and access to the world of knowledge by a wide variety of academics from different disciplines with different needs. However, the considerable expansion of international activities over the last decade is a phenomenon closely linked with financial reduction, the rise of academic entrepreneurialism, as well as, of course, a genuine philosophical commitment to cross cultural perspectives in the advancement and dissemination of knowledge. The principal purpose of this paper is to examine some of the strategic and policy implications of this development. The discussion is based on a conceptual framework of strategic analysis (Davies 1995), drawing on work by Keller (1983), from conclusions derived by the author from R and D and consultancy projects and experience of institutional life. The bulk of the evidence, however, is derived from two major action research projects directed by the author, the first co-sponsored by the Association of European Universities (CRE) and UNESCO (Davies 1997), and the second by CRE and the European Commission (Davies 1998). These projects based on some 40 European universities yield rich evidence of future agendas for the international effort of universities.

    Pocas áreas dentro de la siempre plural realidad universitaria han experimentado un auge tan creciente como la cooperación internacional y todas aquellas medidas tendentes a institucionalizarla. Durante estos últimos diez años, las Universidades europeas han fomentado la creación y desarrollo de Departamentos de Relaciones Internacionales cuyo fin último no es otro que el intento de lograr abrir un mercado único para el aprendizaje -y, eventualmente, el empleo- más allá de las fronteras del país de origen. De esta forma, la diversidad cultural se contempla como un factor de enriquecimiento que no debe ser obviado por los agentes (estudiantes, profesores, gestores) que intervienen en el proceso educativo.

    Não nos parecendo ser este o lugar certo para fazer uma apresentação operacional do Programa Leonardo da Vinci e não sendo ainda o momento de fazer um balanço das suas realizações, sucessos e insucessos (apesar de vir a terminar já em 31 de Dezembro de 1999), optámos por estruturar este texto em dois momentos: uma referência genérica aos traços mais marcantes da acção desenvolvida no âmbito do Leonardo da Vinci; uma reflexão, a partir da nossa experiência, acerca das orientações para as futuras acções comunitárias nos domínios da Educação, Formação e Juventude, para o período 2000-2006.
  • Quality Assurance in Higer Education and the Link to Internationalisation.

    Quality and internationalisation: a problem definition Internationalisation of higher education seems to be strongly related to the aim to improve the quality of higher education. The idea that internationalisation should not be seen as an end in itself but as a means for quality enhancement has been the basis of many policy documents. In the 1980s publications of the OECD presented the quality perspective in particular in relation to the expected qualitative impact of the presence of foreign students on the teaching and learning process and on the institution’s curriculum and services (Ebuchi, 1989). In the Maastricht Treaty (1992) the articles which provide the basis for Community action in higher education reflect the aim of improving the quality of education through co-operation between the member states of the European Union. Also national policies for internationalisation of higher education generally display the quality objective (Kalvermark & Van der Wende, 1997) and so do many institutional policy documents on internationalisation.

  • Rationales for Internationalisation of Higer Education

    Internationalisation is high on the agendas of national governments, international bodies and institutions of higher education. European programmes like SOCRATES and international networks of universities, are just two examples of the way in which the international dimension has captured higher education in the past fifteen years. Are we at the beginning of a future in which we are, in the words of Clark Kerr (1994, 9), on our way again to the "universalism of learning: the universal-university world", the revival of the cosmopolitan university of the medieval times, but within the context of a new modern world and a new age, the information age, in which society, economy and knowledge are part of a global environment, a mix of local and global influences?
  • The Development of a Europen Masters Programme

    Este texto refere-se à experiência dos autores no desenvolvimento de um projecto curricular de especialização em planeamento e desenvolvimento espacial na União Europeia, ao abrigo de uma iniciativa piloto para promoção de European Masters Programmes no âmbito do programa SOCRATES financiado pela DG XXII. O tema do projecto é o Planeamento e Ordenamento do Território - ‘spatial planning’ na tradução utilizada entre os diferentes países da UE. O planeamento e ordenamento do território é um tema emergente na Comissão Europeia, interessada na definição de uma política comum para esta área. Os estudos e relatórios recentemente produzidos - ‘Esquema de Desenvolvimento do Espaço Comunitário’ e ‘Compendium of Spatial Planning Systems and Policies’ - são exemplo deste interesse. O objecto do European Masters é, precisamente, incentivar a troca de experiências entre diferentes culturas e práticas e promover a qualificação dos profissionais, académicos e investigadores com responsabilidades e interesses no ordenamento do território na perspectiva da integração Europeia.
