As comunicações nas operações de proteção e socorro, transversais a todos os Agentes de Proteção Civil, são um dos pilares para o sucesso das mesmas. O seu bom funcionamento, bem como a sua eficácia e eficiência, atenuam os efeitos dos acidentes graves ou catástrofes.
As exigências das ocorrências do ano de 2017 vieram demonstrar a necessidade de existir um sistema de comunicações resistente, robusto e redundante para que o mesmo funcione em situações de exceção.
O presente trabalho tem como objetivo identificar a importância dos sistemas de comunicações em operações de proteção e socorro, a sua eficaz utilização, a necessidade de redundância e a sua implementação efetiva tendo por base o planeamento, a sua articulação, rentabilização e gestão. Revela-se importante a continuidade dos processos formativos, principalmente na rede Sistema Integrado das Redes Emergência e Segurança Portugal e na sua exploração, a redundância nas redes de comunicações, a elaboração de um manual de procedimentos comum aos utilizadores e que seja garantida a articulação e interligação entre todos os agentes de proteção civil. A academia pode ter um contributo importante na melhoria das condições de utilização das redes, bem como na formação dos operacionais e no conhecimento técnico que, não sendo complexo, necessita de estudo e investimento por parte de todos.
Communications in protection and rescue operations, which are common to all Civil Protection Agents, are one of the pillars for their success. Their proper functioning, as well as their effectiveness and efficiency, mitigate the effects of serious accidents or disasters. The demands of the events in 2017 demonstrated the need for a ommunication system that is resilient, robust, and provides redundancy so that it operates effectively in exceptional situations. The present work aims to identify the importance of communication systems in protection and rescue operations, their effective use, the need for redundancy, and their effective implementation based on planning, coordination, optimization, and management. It is important both to continue the training processes, especially within the Integrated Emergency and Security Networks System in Portugal and in its exploitation, the redundancy in communication networks, and the development of a common procedures manual for users, and also to ensure that coordination and interconnection continues between all civil protection agents. The academy can play an important role in improving the conditions for the network usage, in training operational personnel and in the technical knowledge which, although not complex, nonetheless requires study and investment from everyone.
