Abstract(s)
A inclusão das comunidades ciganas tem sido alvo de intensificação das
preocupações dos responsáveis políticos no quadro da União Europeia, desde o início do
século XXI, com implicação de todos os estados membros na definição de estratégias
nacionais para a inclusão, na base da corresponsabilização de entidades e organismos
públicos e privados, de natureza governamental e não-governamental, bem como sociedade
civil incluindo ciganos e não ciganos. Uma das bandeiras desta campanha é o respeito mútuo
entre comunidade maioritária e minoritária, preconizando uma inclusão sem aculturação.
Neste contexto, a investigação assume papel particular enquanto base de sustentação do
conhecimento que conduz às decisões políticas e sociais. Barreiras metodológicas inerentes
ao estudo de uma população com limites difíceis de identificar constituem-se como o desafio
mais importante dos investigadores. Discutem-se aqui essas barreiras, bem como algumas
formas de as ultrapassar, de modo a contribuir para o êxito da inclusão pretendida destas
comunidades.
Abstract: The inclusion of Roma communities has increasingly concerned policymakers within the European Union since the beginning of the XXI century, with involvement of all member states in developing national strategies for inclusion, on the basis of co responsibility of agencies and entities, of public and private organizations, of governmental and non-governmental nature, as well as civil society including Roma and non-Roma. The most important flag of this campaign is mutual respect between majority and minority communities, advocating inclusion without acculturation. In this context, research has a particular role as a support base of knowledge that leads to political and social decisions. The greatest challenge for the researchers is to identify the methodological barriers for the study of a population whose limits are difficult to identify. We discuss here these barriers, as well as some ways to overcome them in order to contribute to the success of the proposed inclusion of these communities.
